Thanks again everyone your support means a lot. It is a very long complicated story that I wont bore you all with but it turned out he ended up at a mates house at 11pm and the mum took him in and, because he asked her not to tell us she didn’t bother. The helicopters went up at 12am to look for him!
I am so angry with her and reality is kicking in today, I just keep having meltdowns.

Oh dear. It would have been much more sensible if she gave you a discreet call to say he is okay but doesn’t want you to know where he is. The police wouldn’t have sent out a search party and you would have known he’s at least safe and will come back when he’s ready. Was this woman not thinking straight.
Sorry you had to go through such an ordeal. Most important thing is he is safe though.
