It should be “available” on the NHS anywhere. The real question is whether your Care Commissioning Group will fund it.
The routine is that your Neuro refers you to an FES centre (ideally, Odstock Hospital at Salisbury - within easy reach of a lot of Dorset), who check to see if the funding will be there. If it is, then you go for a trial session, train your leg for a month, and go back for the full setup.
If the funding is not freely available, your Neuro may have to fight for it. Note that in some areas a physio can do the referral.
Try very hard for it - I would be almost immobilised without mine.
