The DVLA are not the holders of any database on Blue Badge holders. They are only interested in drivers and vehicles.
Non-drivers are of no interest to them.
The only interest they may have in a disabled driver is if that person drives an adapted car, or otherwise qualifies for free road-tax.
The BB database is held by the contractor who generates the badges.
All the Government web-sites say the same thing, and so does my County Council.
I’ve recently been issued with the three year driving licence, and during the process I enquired about the blue badge. I was told that the DVLA were nothing to do with it, and to contact my local County Council. Subsequently I had to go a face to face meeting to have my photo taken. (This is apparently now the usual procedure.)
My mother recenlty also applied for the blue badge, and is awaiting the outcome. My Mother has never once driven a car in her life!
