Not sure where you live - Yorkshire Water offer “Watersure” - this is a fixed tariff of £362 p.a. no matter how much you use so long as you meet the criteria. (I am sure other water companies offer something similar.) It may not necessarily be benefit based - it depends whether your disability means that you need to use more water - ie going to toilet a lot or washing/bathing etc.
