LA funding for care - advice required

I am trying to help a friend with MS to get care. He needs about 14 hours a week currently but this will increase in time. I have found an agency who can provide the care for him but the LA are not going to pay the amount they charge. Any ideas? Thanks

Hi, I have my care on Direct Payments. This is paid for 50-50 by the council and NHS, plus I pay £100 a week myself.

I have 2 private carers who are paid £9.71 per hour and £66.29 for a waking night.

I get 30 hours a week, plus 2 nights.

Agencies always charge more than these amounts, but there can be a top up to pay.
