I’ve just read this on the BBC News website…
It doesn’t say why he refused her.
Got it now…he thought she could walk that short distance. Stupid man!
I’ve had some does with taxi drivers displaying the wheelchair symbol on their cabs.
But they only want manual chairs as the ramps can’t cope with electric chairs.
It’s more annoying if they refuse to take you because they reckon the journey is a short one…they can’t make enough money more like!

I had one refuse me a few years ago, he was so rude, I cried a bit then walked down the long road that I wanted to get to. Then I just had secret hopes that his important bits dropped off!
Ouch! Me and my Dad took a taxi to & from the hospital last week - the hospital is probably less than a mile away and the drivers were lovely to me. OK, I have crutches so it’s obvious but seriously, they still charge a minimum fare so it is still worth their while surely.
I guess if I appeared ‘normal’ a driver might comment it’s close by, but after just the briefest of explanations the driver would be a complete idiot to refuse you If we were in America, she’d probably have sued him
