All results point to MS but no diagnosis?

My husband has had 2 MRI scans both showing different lesionson,A lumber puncture and bloods that also point to MS , Evoked test that also fits into the diagnosis, Why wont the neurologist diagnose him? He starts Rebif injections on the 3oth Apill . Is this normal ? He’s really not copping waiting.
